Shire of Mundaring, Town of Bassendean, City of Bayswater, City of Belmont, Shire of Kalamunda and City of Swan are six local governments located in Perth's Eastern Region. Together, they have established the Eastern Metropolitan Regional Council (EMRC).

EMRC is a local government organisation that works together with the member Councils to provide economies of scale for services that are applicable to the whole region.

Formed in 1983, EMRC was the first regional council in Western Australia. Providing services in waste management, environmental management, and regional development, EMRC is a model of successful collaboration that has initiated projects delivering real benefits to the region.
