Under the requirements of the Builders Registration Act an owner of a property may apply for an Owner Builders Licence in accordance with the said Act. This allows an owner to build or sub-contract the building of their own residence. Every owner of the property must submit an Owner Builders Statutory Declaration Form, signed and witnessed by a Justice of Peace or Commissioner of Declarations with the building application when the value of the works as estimated by the local government exceeds $20,000.
As Owner Builders the total cost of labour and materials is to be included in the estimate cost of construction; the Building Surveyor can alter the construction costs if the figure given is unrealistic. Owner Builders carrying out works in excess of $10,000 must also liaise with the Australian Taxation Office.
Owner Builders Statutory Declaration Form, signed and witnessed by a Justice of Peace or Commissioner of Declarations with the building application when the value of the works as estimated by the local government exceeds $20,000.
A fee of $119.00 is required to be paid to the Builders' Registration Board with every Owner-Builder statutory declaration.
- Completed Statutory Declaration forms (which are available from the local government and the Board's website at www.brb.org.au) together with the fee of $119.00 must be submitted directly to the Builders' Registration Board.
- The receipt / certificate for the fee will be e-mailed to the Local Government who will be issuing the building licence
