How and Where Can I Pay?

Payments can be made using:

BPay
  • Contact your participating Financial Institution to arrange payment from your Cheque, Savings or Credit Card Account
  • The Shire BPAY Biller ID is 51797, the payment reference number can be viewed on your rates notice.  
 
Australia Post
  • In Person - Present this notice INTACT at any Australia Post Office or Agency for payment, pay with cash, cheque, debit card, Mastercard or Visa.

Methods of Payment

In order to maximise services to ratepayers, the Shire of Mundaring encourages the prompt payment of rates and other charges.  Rates are issued every financial year and are due and payable within 35 days of the issue date of the rate notice.  The following payment options are now available to ratepayers:

  • Option 1 - Payment in full by 29 August 2008.

 

All payments received in full by the due date.  Refer to Rate Notice for details.

Pay your rates in full by the due date and you will automatically be entered into the draw for the early payment Incentive Competition.  Details of the prizes are included with your Rate Notice. Click here for list of prizes.

  • Option 2 - Four equal instalments 1st instalment by 29 August 2008.

 

There  will be an instalment charge applicable to Option 2.  The additional amount will be detailed on your rate notice and will be incorporated into the instalment payments.

To be eligible to pay by instalments the OPTION 2 amount shown on your Rates Notice MUST be paid by due date, otherwise this option is forfeited and the full amount becomes due.

  • Alternative Payment Arrangement
    Requests for alternative payment arrangements must be notified to the Shire Rates Office prior to 29 August 2008 on 9290 6666 or email shire@mundaring.wa.gov.au .  Please be aware that penalties will be incurred.

Who pays rates?

Anyone owning property and or Commercial Enterprises within the Shire of Mundaring are required to pay rates with the exception of those exempt bodies including government, educational and charitable organisations.

Why do you pay rates?

Rates are necessary for the Shire of Mundaring to provide households with the best in services and facilities including libraries, recreational facilities, ranger services, health services, rubbish removal, road upgrades and the maintenance of the green environment.

The amount of rates varies in line with the value of your property - the higher the value of your property, the more rates you pay.  Values are assessed on the basis of the annual rental income potential (Gross Rental Value-GRV) of each residence which is reviewed every 3 years by the Valuer General's Office, or on the Unimproved Value (UV) of the land (reviewed annually).  A minimum rate value is currently set for all GRV properties and UV properties.  The current minimum rate is $655.00.

Pensioners /Seniors Concessions

  • Pensioners and/or Seniors may be eligible to claim rebates up to a maximum 50% off current Rates and ESL (Emergency Services Levy), or defer payment and forgo the rebate, in accordance with the Rates and Charges (Rebates and Deferment) Act, 1992. 

  • To qualify for rebates, applicants must :-  

a) Own and occupy their residence as of 1 July, and
b) Hold a current Pensioner Concession Card, or
c) Hold a current Seniors Card, or
d) Hold a current Seniors and Commonwealth Seniors Health Card or
e) Hold a current State Concession Card.

  • register your entitlement with the Shire or the Water Corporation (concessions only apply once your application is received and registered).

  • A pro-rata rebate may be available from the date of registration to Pensioners and Seniors who become eligible after 1 July.

  • Please contact the Shire on 9290 6666 where you have rate arrears outstanding on the property and you meet the eligibility criteria. You may be able to enter into an arrangement that entitles you to a rebate or deferment.

  • If your circumstances change - particularly with respect to your ownership or occupation of the property, or your eligibility as a Senior or Pensioner - you must notify the Shire and the Water Corporation. Your registration will be cancelled or amended, as appropriate.

The Shire will allow a 25% concession on the Rubbish Service charges to Pensioners who meet the eligibility criteria (the concession does not apply to Seniors).
RUBBISH CHARGES CANNOT BE DEFERRED AND MUST BE PAID EACH YEAR.

Interim Rates

  • The Shire may be required to issue interim rates during the course of a financial year for various reasons.  some of the main reasons are: -

         a) Completion of a new building or structure.
         b) Alteration, addition or demolition of an existing building or structure.
         c) Variation to land due to amalgamation subdivision or strata title.
         d) An error in valuation or rating of a property.
         e) Subsequent revaluation of a property.

Penalty Interest (S6.51 Local Government Act 1995)

An interest charge applied daily of 10% per annum on the Shire Rate Levy and 11% per annum on the Emergency Services Levy, will be added to all rates outstanding for a period greater than thirty-five days from the date of issue.

Change of Address

Please advise the Shire in writing or by e-mailing shire@mundaring.wa.gov.au of any change of address to which notices should be sent quoting the relevant property and rate assessment details. It is the Ratepayer's responsibility to advise the Shire of the correct address for service of rate notices .

Change of Ownership

Under the provisions of the Local Government Act 1995 notice must be given in writing to the Shire within 21 days, whenever any person sells or otherwise disposes of any rateable land.  Details of the description of the land and name and address of purchaser must be provided.  Proof of any change in ownership is required prior to its records being altered. (eg. Certificate of Title).

Emergency Services Levy

The Emergency Services Levy is forwarded to FESA to fund the Career Fire and Rescue Service, Volunteer Fire and Rescue Service, Bush Fire Brigades, SES units and FESA units throughout Western Australia.

Waste Transfer Station Entry Pass

Each year the Shire includes important information by way of additional leaflets with your Annual Rate Notice.  The non-transferable personalised recycling/waste transfer station entry pass, now forms part of the Rate Notice.
