Shire of Mundaring's key planning framework includes the Local Planning
Scheme No 4 (LPS4) and Local Planning Strategy. The documents set out the long-term planning directions for the Shire and apply State and regional planning policies.
LPS4 divides the Shire of Mundaring district into zones to identify areas for particular uses and identifies land reserved for public purposes. Most importantly, LPS4 controls the types of uses and development
allowed in different zones. There are particular controls included for heritage
and Special Control Areas.
The LPS4 text also sets out the requirements for planning approval, enforcement of provisions and non-conforming uses.

The WA Planning and Development (Local
Planning Schemes) Regulations 2015 (the Regulations) were gazetted in August and took
effect from 19 October 2015, replacing the Town Planning Regulations
1967. The Regulations included Deemed Provisions which
automatically become part of every local planning scheme. Until an integration
amendment has been completed, LPS4 must be read in conjunction with the Deemed
Amendment 1 to LPS4 was published in the Government Gazette on 30 May 2017.
Amendment 2 to LPS4 was published in the Government Gazette on 4 March 2016.
Amendment 5 to LPS4 was published in the Government Gazette on 19 May 2017.
Amendment 6 to LPS4 was published in the Government Gazette on 25 January 2018.
Amendment 7 to LPS4 was published in the Government Gazette on 11 October 2017.
Amendment 9 to LPS4 was published in the Government Gazette on 20 October 2017.
