Mandatory vs 'Opt-in' DAP applications

Opt-in DAP application

Where the estimated development value is $2 million or more, applicants can elect to have a Development Assessment Panel (DAP) determine their application instead of the local government.

Mandatory DAP application

Where the estimated development value is $10 million or more, determination by a DAP is mandatory.

The DAP process

The development application process follows the same process as a normal planning application determined by the Shire, except that the decision maker is the Joint Development Assessment Panel (JDAP).

  1. The Shire must prepare a technical report (referred to as a Responsible Authority Report), based on the objectives and requirements of the Shire’s Local Planning Scheme No. 4 (LPS4) and other relevant considerations within the planning framework such as State Planning Policies, the Local Planning Strategy etc.
  2. After considering the Responsible Authority Report (RAR) a decision will be made by the JDAP.

Metro Outer Joint Development Assessment Panel (JDAP)

The Metro Outer Joint Development Assessment Panel (JDAP) comprises thirteen (13) local governments, including the Shire of Mundaring.

The JDAP is comprised of three (3) specialist members and two (2) members (Councillors) from the local government to which the application relates.

The three (3) specialist members are appointed by Cabinet from a list of suitably qualified individuals with experience in:

  • Planning
  • Architecture
  • Urban design
  • Engineering
  • Landscape design
  • Environment
  • Law
  • Property development
  • Management.

The Shire appoints two (2) local government members to sit on the JDAP panel.
