What is development?

Development includes buildings, earthworks and land uses, whether rural, residential or commercial.

When is planning approval required?

Most development will require planning approval from the Shire. However, minor outbuildings and residential additions may be exempt.

Applications with an estimated development value of $2 million or more, may involve the WA Planning Commission, via the Joint Development Assessment Panel (JDAP). Minor outbuildings and residential additions may be exempt.

Please contact the Shire to check your zoning and to check if your proposed development requires planning approval. You can also check the zoning of a property via Maps (GeoHub) and Zoning.

Some proposals also require consultation with the community or State Government agencies.

Most applications are decided by Shire officers within 60 days, but timeframes may be longer if:

  • Community consultation or agency referrals are needed
  • The proposal requires Council approval.

  • Statutory planning: Day-to-day decisions about subdivisions, planning schemes, and development proposals.

These decisions are guided by legislation, policy, and community priorities.

For general planning enquiries, you can visit us in person at the Shire Administration Office, 7000 Great Eastern Highway, Mundaring.  No appointment is necessary for most enquiries (see hours for walk-in enquiries below).
