Brooking Rd Extension Project and Falls Road Bridge Replacement


Project Overview: The Brooking Road, road extension project is a key infrastructure initiative aimed at improving road connectivity, road safety, and traffic flow in the Parkerville region. The project involves extending Brooking Road from where it currently ends at Owen Road through to connect with Richardson Road to create a more direct and safer route for residents and emergency services to use. This project assists by taking some traffic, approximately 10%, off the parallel route of Roland Road, Byfield Road and Seaborne Street with its high accident history resulting from the sharp horizontal and vertical curves.

The Falls Road bridge replacement project is required due to the age and condition of the timber bridge structure. The works will involve demolition of the timber bridge and construction of a new large box culvert crossing.

Project Objectives:

  • Enhance road safety for motorists, cyclists, and pedestrians of the area.
  • Improve road connectivity and ease congestion.
  • Provide better access for emergency services.
  • Integrate water sensitive urban design practices.

Scope of Work:

  • Extension of Brooking Road from Owen Road to link with Duncombe Road at Richardson Road.
  • Installation of a median (both raised and painted sections) to enable two staged crossing at the heritage trail for trail users, safe waiting area for residents turning into properties and tree planting for future tree canopy and amenity.
  • Construction of a new road and box culvert over Jane Brook, with drainage measures to eliminate current erosion issues, capture rubbish and remove oils from stormwater runoff into Jane Brook.
  • Installation of pedestrian pathways and lighting at intersections.
  • Tree clearing works are to occur which will be offset with new plantings in close proximity.

Project Timeline:

  • Clearing Works To be staged with initial clearing for the box culvert crossing works to occur in late December 2025 and the second stage for the roadworks component to occur in the third quarter of 2026.
  • Planting offset works Initial planting phase completed, further planting to occur following roadworks.
  • Falls Road timber bridge renewal as a new box culvert crossing Estimated to commence in first half of 2026.
  • Brooking Road culvert crossing of Jane Brook Estimated to commence in first half of 2026.
  • Brooking Road earthworks, pavement and path works Estimated to commence late 2026.

Environmental Considerations: The project will be undertaken with a strong focus on environmental sustainability. Measures include implementing erosion control strategies and incorporating planting offsets for tree removal required to construct the infrastructure.

Environmental studies were undertaken that showed no rare flora was present, no trees contained hollows or potential hollows suitable for black cockatoos and the understorey was only suitable for transient fauna.

Tree offset planting will occur to maintain foraging food sources for Black Cockatoos and other fauna.

Funding & Budget: The project is entirely funded by state and federal government road infrastructure grants.

Frequently Asked Questions:

Extent of footpaths – A new footpath will be installed on Brooking Road from Richardson Road through to Riley Road providing walkability for Harmony Estate Residents to the Parkerville Primary School. A further footpath extension will be to continue the footpath on Richardson Road from Buttercup Road to Roland Road.

Height of Road – The new road will predominantly follow the existing ground levels with extra fill up to 1.5 metres in height at the Jane Brook crossing and 2.9 metres at an isolated depression of the existing ground levels at the Richardson Road end to ensure vertical transitions that avoid uncomfortable travel for motorists and damage to vehicles.

Road pavement footprint extent – The two lane road will be separated by a median to provide safe crossing at the heritage trail crossing, safe entry into residential driveways and the opportunity to include tree planting to provide amenity and a road environment that encourages slower speeds.

Speed Limit – The speed limit for the extension will default to 50 km/hr matching the 50km/hr zones each side. The 80 km/hr section towards Great Eastern Highway will be monitored and discussed with Main Roads WA following completion of the works.

Traffic Impact Changes – Currently Seaborne Street has approximately ten percent (200 vehicles per day) more traffic than Brooking Road. It is expected the traffic numbers on each road will even out so no notable changes will occur on levels of service. Traffic will however be monitored following completion of works.

Heritage Trail Crossing at Falls Road – The current split in the heritage trail (east of Falls Road) as it approaches Falls Road will be addressed as part of the works to create a single wider more direct connection to the trail on the western side of Falls Road.

Fire escape route – There will be a period in 2026 when the Falls Road bridge will be closed. The alternate route of Glidden Road will have some road widening undertaken commencing in December 2026 to enable it to better cater for two-way traffic. This will be in place before the demolition of the Falls Road bridge.
