Shire President Paige McNeil is the first community elected Shire President. In 2021, she was elected unopposed as a Central Ward Councillor and elected by Council as Deputy President. She currently serves on four committees and is a WALGA State Councillor representing the East Metropolitan zone.

Shire President McNeil brings 25 years corporate governance experience, aiming to strengthen governance practices and providing transparent reporting to the community. Paige is passionate about serving our community, protecting and enhancing our environment and growing a sustainable local economy.

As a community member she advocated for balanced and environmentally respectful planning in bushfire prone areas. She is a strong advocate for the Shire of Mundaring and is committed to leading an exciting, sustainable and community focussed future.

Cr Luke Ellery is a third generation 'Hills Boy' who hopes future generations can enjoy the same quality of life that many in our shire came to love.

As a consultant engineer working on the world’s largest energy transition projects, he brings a breadth of technical knowledge to Council and is passionate about solutions that achieve better outcomes for our waste management, our natural environment, facilities, and our financial sustainability.

Cr Ellery loves the opportunity Council affords to serve others, govern with wisdom, fairness and humility, and work towards the common good of our community.

Cr Jo Cicchini (West Ward)

Cr Cicchini lives and works in the West Ward. As a hairdresser with her own salon, it gives Cr Cicchini the opportunity to listen to her community.

As a Council member, her interests are disability, social issues, the Brown Park Precinct Plan, protection of Historical buildings, residential and business growth, safety of Great Eastern Highway, EMRC and volunteerism.

Cr Cicchini has served on various Shire committees including: PAMG, Governance, Grants, WALGA East Metropolitan Zone, Australia Day, EMRC, IDAAG and MRRG.

Cr Cicchini actively engages with the Swan View Residents and Ratepayers Association, Bellevue Residents and Ratepayers Association, the Midland and Districts Historical Society and the Swan View Carols by Candlelight Committee and is a strong advocate for the community.

Cr Cicchini received a WALGA Scholarship and has successfully completed a Diploma in Local Government.

Cr John Daw (East Ward)

Cr John Daw has served the Shire of Mundaring community as a dedicated Councillor for 21 years, including a term as Shire President from 2017 to 2021. His extensive experience in local government is complemented by a Diploma of Local Government, a Bachelor of Arts, and a Graduate Diploma of Education.

Cr Daw is a passionate advocate for community engagement and sustainable development. He currently serves on the following Council committees:

  • Environmental Advisory Group (Chair)
  • Australia Day Awards Committee
  • Mt Helena Aquatic Centre Reps Group
  • Development Assessment Panel (Alternate Member)

In addition to his Council responsibilities, Cr Daw represents the Shire as a member of the WALGA East Zone and serves as Deputy WALGA State Councillor and Deputy Eastern Metropolitan Regional Council (EMRC) member. He is also actively involved in the Mt Helena Aquatic Centre Representatives Meeting.

Cr Daw’s extensive knowledge, leadership and commitment continue to make a positive impact on the Shire and its residents.

Cr Prapti Mehta (Central Ward)

Cr Prapti Mehta has lived in Hovea with her family for over 10 years. She has 18+ years’ experience in local government having worked at both the Cities of Joondalup and Stirling and then at the Eastern Metropolitan Regional Council.

Cr Mehta holds a Bachelor of Arts, Master of Arts, Bachelor of Education, Public Sector Management and Post Graduate Certificate in Human Resource Management.

Cr Mehta believes in open communication and being accessible and approachable. She is dedicated to listening actively, taking a collaborative approach, and keeping the community informed every step of the way. As a Councillor, her focus is on protecting the environment, supporting a safe, inclusive and resilient community, empowering local volunteers and businesses, and addressing the challenges of climate change through sustainable and prepared action,

Toni Strutt is a long-time resident of the Perth Hills with deep roots in the Shire of Mundaring community. With a background in health, local volunteering, and community engagement, Toni has spent many years contributing to local initiatives and organisations, including her ongoing role with the Glen Forrest Volunteer Bushfire Brigade. She is passionate about strengthening community resilience, supporting families, and ensuring local facilities and services meet the needs of a diverse and growing population. As a Councillor for Central Ward, Toni is focused on protecting the unique character of the Hills, improving infrastructure that supports everyday living, and fostering a connected, inclusive community where people can thrive.

Matt Woods is proud to represent the West Ward and the vibrant communities of Greenmount, Hovea, Midvale, and Swan View. With a deep love for the Perth Hills, Matt has spent years helping locals and visitors discover what makes the region so special. Through his work at the Perth Observatory, he’s helped grow tourism, celebrate local heritage, and inspire curiosity about the night sky. As a Councillor, Matt is focused on strengthening community connections, supporting small businesses, improving local facilities, and ensuring every voice is heard in shaping the Shire’s future.
