Overview

The Mundaring Cultural Hub Project is a major investment in the future of our town centre.

It forms part of the broader Mundaring Town Centre Revitalisation, which will transform the heart of Mundaring into a vibrant, connected and welcoming place for our community.

At the centre of this project is a new Cultural Hub. This modern, multi-purpose facility will bring together arts, culture, learning and essential services in one location.

The project will improve access to community services, support local businesses and create a destination that reflects the unique character of the Perth Hills.

Our Vision

The Mundaring Cultural Hub will create a vibrant, connected and welcoming town centre for our community.

As part of the broader Mundaring Town Centre Revitalisation, the Cultural Hub will bring together arts, culture, learning and essential services in one central location.

The project will transform the heart of Mundaring into a place where people can gather, connect and experience the unique character of the Perth Hills.

 

Why This Project Matters

Mundaring is growing and changing. Our community needs modern spaces that support connection, learning and wellbeing.

Many existing community facilities are ageing and spread across different locations. This makes it harder for people to access services and limits opportunities for collaboration.

The Cultural Hub will bring these services together in one purpose-built facility. It will create a stronger, more connected community and support people of all ages.

The project will also support long-term growth in the town centre. It will encourage investment, improve local amenity and help create a more vibrant and active place.

Economic modelling shows the project could increase Gross Regional Product by around $68 million and support jobs during construction and beyond.

 

What's Planned

The Cultural Hub will be a modern, multi-storey facility located in the Mundaring town centre.

It will include:

  • A contemporary library
  • Art gallery and exhibition spaces
  • Local history museum
  • Visitor centre
  • Flexible spaces for events, programs and community use

The Hub will be designed to connect with surrounding public spaces, walking trails and key destinations such as Sculpture Park.

It will sit within a revitalised precinct with improved public areas, better pedestrian access and more inviting spaces for the community to enjoy.

Together, the Cultural Hub and precinct upgrades will create a central destination for arts, culture and community life in Mundaring.

What is the Mundaring Cultural Hub?

It is a new multi-purpose facility that will bring together arts, culture, learning and community services in one location.

Where will it be located?

The Cultural Hub will be located on the land between Jacoby and Craig Street, between the Mundaring Hotel and the St John WA ambulance depot.

What services will be included?

The Hub will include a library, gallery, museum, visitor centre, community spaces and essential services.

Why is the project important?

It will provide modern facilities, improve access to services and support a more connected and vibrant community.

Why is a new multi-purpose facility needed in Mundaring?

A larger and improved replacement of the Albert Facey Memorial Library has been needed for quite some time and other facilities are not well suited to accommodate their current uses. Consolidating facilities and services will also improve efficiencies in energy use, facility maintenance and staff resourcing.

The Mundaring Cultural Hub will help activate the Mundaring Town Centre by creating a strong anchor to the reimagined civic and cultural heart, better supporting:

  • community wellbeing and access to services
  • local business and
  • tourism development.

When will construction start?

Construction is planned to begin from 2026, subject to final design and funding.

When will the project be finished?

The Cultural Hub is expected to be completed in 2029.

How were the aspirational concept sketch and masterplan developed?

Informed by community and stakeholder engagement undertaken throughout 2019-2021, community members collaborated with the Shire's design consultants to develop three concept options during a three-day Collaborative Design Forum in May 2023. Additional feedback from key stakeholders and a panel of community members helped progress the development of two viable options developed during the Collaborative Design Forum. Community feedback was then sought on refined versions of the concept options via a survey in July 2023.

The Shire's design consultants further refined the options based on the community feedback. The panel of community members then made recommendations to the Shire, prior to Council endorsing a preferred option in September 2023.

How much will it cost and how will this be funded?

Council has provided a budget of $25 million to deliver the project, the majority of which will be directed towards design and construction of the Mundaring Cultural Hub.

While the Shire has capacity to fund the project, it will advocate strongly for funding from both the State and Federal Governments to reduce the financial impact to the Shire.

Will it cost users more to use the new facility?

A key component of the project is to co-locate community facilities. One benefit of co-location is improved efficiencies compared to servicing and upgrading numerous, ageing facilities.

Significant modelling will be undertaken to ensure user costs are as affordable as possible.

What will happen to the old library and other facilities that are no longer needed?

Council will determine the future of existing community facilities on a case-by-case basis. Council will consider factors such as the heritage value of the facility and whether productive re-use of the facility is a sustainable option.

How and when can I participate in planning for the facility and precinct?

Significant community and stakeholder consultation undertaken during earlier project stages has helped establish a robust set of design principles and a comprehensive understanding of user priorities.
